There may be specific reasons for not using mineral oil. Pure water may not be an ideal fluid in many cases and may need an additive to change its properties.
There is a whole spectrum of fluids ranging from water glycols which offer properties very close to those of oil through water glycols used as low viscosity offshorecontrol fluids to fireproof oils such as Monsanto “Skydrol” and finally water.
